New Hampshire Electric Rate Case

Unitil Energy Systems, Inc. DE 25-025, Distribution Rate Filing: Effective May 1, 2026

On April 27, 2026, the New Hampshire Public Utilities Commission approved a settlement agreement regarding Unitil’s electric distribution service rate filing for New Hampshire electric customers. New rates are effective May 1, 2026 and will be prorated on bills issued during May. 

Residential electric customers using 600 kilowatt hours (kWh) a month will see an increase of $4.87, or 3.2% for customers taking Unitil’s default energy service, compared to current bills. Overall bill impacts will vary by class and usage. Average bill impacts by class are provided below. Note that current bills already included a temporary distribution rate increase of 3.7% on average effective July 1, 2025.

The settlement agreement provides for further distribution rate changes, called step adjustments. The first step adjustment will occur on September 1, 2026 and will recover 2025 investments placed into service.  The second step adjustment will occur on September 1, 2027 and will recover 2026 investments placed into service. 

New Arrearage Management Program

The agreement also includes the creation of an Arrearage Management Program (“AMP”) to help eligible residential customers pay past-due balances and manage ongoing energy costs. For additional information visit unitil.com/assistance-programs or contact Customer Service at 1-888-301-7700.

Other Notable Changes

  • An Advanced Metering Infrastructure Opt-Out tariff that provides certain residential customers the ability to “opt-out” by either notifying the Company of their request to not having an advanced meter installed at their location or having their advanced meter replaced with a non-networked meter.   • Elimination of the Non-G1 (i.e. residential and regular general service) default service variable rate (Energy Service Charge) effective August 1, 2026.  All customers on a variable rate as of that date will be automatically switched to the fixed default service rate.  Any Non-G1 customer that comes back to default service between now and July 31, 2026 will be put on the default service variable rate. 
  • Condominium associations under RSA 356-B, which do not permit commercial or business enterprises, are eligible under Residential Delivery Service (Schedule R and TOU-R) for septic and well-pump usage by residential units. 
  • Garages or sheds of residential customers used for parking and storage are also eligible for Residential Delivery Service (Schedule R and TOU-R).
  • The Company has expanded its offerings of light emitting diode fixtures (“LED”) to accommodate the evolution of changes in LED technology.  The tariff includes a wider range of fixtures than its current tariff and includes luminaire charges based on a wattage range, instead of exact specifications on individual fixtures available in the market today.
  • The Company has modified its Whole House Time of Use (“TOU“) and Electric Vehicle TOU rates to reduce the number of rate changes per year.  Now, the TOU rates will change only when rate changes are made for the regular (non-TOU) residential and general service rate classes.   Also, the distribution rate component is no longer time differentiated (i.e. the same distribution rate applies to the on-peak, mid-peak, and off-peak periods).
  • Customer-generators are responsible for applying to the NH Department of Energy for certification of the eligibility of their installations to produce renewable energy certificates pursuant to RSA 362-F and the Department of Energy’s En 2500 rules. Additionally, the customer generator shall register the facility in NEPOOL-GIS for minting of renewable energy certificates and provide the NEPOOL-GIS facility ID to the Company in order to facilitate the upload of metering data to NEPOOL-GIS by the Company.
